Vermont Interagency Council
Governor Douglas created the Vermont Interagency Council on Homelessness (VICH) by Executive Order in November 2003. A great deal of work was accomplished through this council however, homelessness requires our constant attention.
The Governor elevated the VICH to include Commissioner-level policy makers to ensure action taken. In addition to the Commissioners, there were additional members added to the council.

A new Executive Order was issued August 2006.
The Governor has specifically identified five goals for the VICH to achieve; they are:
- To serve as the single statewide homelessness planning and policy development resource for the State of Vermont;
- To review and revise the existing 10 year plan to end homelessness and submit revised plan to the Governor;
- Recommend changes to the Governor annually by December 31st of each year;
- Recommend resource, policy and regulatory changes necessary to accomplish the goals of the plan; and
- Monitor and oversee implementation of the plan to ensure accountability and results
The VICH will meet quarterly and assign staff to serve on committees to meet monthly ultimately to make recommendations to the council.
