- NEW! VT BoS CoC Awarded HUD Homeless Bonus Project
- The Vermont State Housing Authority is pleased to announce that the Vermont Balance of State Continuum of Care (CoC) has been awarded $120,780 in additional homeless assistance as part of an annual national competition from the U.S Dept. of Housing and Urban Development (HUD). This award is designated to provide housing subsidies to eligible participants as part of the Shelter Plus Care: Sponsor-Based Program. The award requirements and Request for Proposal process will be forthcoming. - 2010 Housing & Wages in Vermont Report
- 2010 Housing and Wages Report Released The 2010 report, Between a Rock and a Hard Place: Housing and Wages in Vermont, was released Tuesday, July 15, at a press event at Brookside Village in Colchester. There to comment on the report were Richard Walega, HUD‘s Regional Administrator, House Speaker Shap Smith, Rob Naylor of Naylor & Breen Builders, and Brenda Torpy of Champlain Housing Trust. The report is the most recent of an annual series that highlights the gap between Vermonters‘ incomes and the cost of housing in Vermont. - 2009 Annual Homeless Assessment Report to Congress
- The AHAR reports provide the latest counts of homelessness nationwide—including counts of individuals, persons in families, and special population groups such as veterans and chronically homeless people. The report also covers the types of locations where people use emergency shelter and transitional housing; where people were just before they entered a residential program; how much time they spend in shelters over the course of a year; and the size and use of the U.S inventory of residential programs for homeless people.

- 2010 USICH Strategic Plan to End Homelessness
- Source: National Low Income Housing Coalition Press Release, June 22, 2010 Washington, DC – The U.S. Interagency Council on Homelessness (USICH) has released a plan that would put the United States on the path to ending homelessness among veterans and chronically homeless individuals by 2015 and among children, youth, and families by 2020. Opening Doors: The Federal Strategic Plan to Prevent and End Homelessness was released at a White House press event on Tuesday, June 22. USICH said the plan calls for ―a fundamental shift in the way that the federal government and communities across the country respond to homelessness‖ and will create ―collaborative partnerships both between agencies and levels of government to enable the Administration to approach the key goal of preventing Americans from experiencing homelessness.

- http://www.huduser.org/portal/datasets/il/il2010/select_Geography.odn FY 2010 Income Limits Documentation System: This system provides complete documentation of the development of the FY 2010 Income Limits (ILs) for any area of the country selected by the user. After selecting the desired geography, the user is provided a page containing a summary of how the final FY 2010 ILs were updated and developed starting with the 2000 Census benchmark and including update factors from 2008 American Community Survey (ACS) data. The tables on the summary page include links to complete detail on how the data were developed. New for FY2010, Income Limits for the Section 8 program will no longer be subject to HUD's Hold Harmless Policy. After selecting the desired geography, the user is provided a page containing a summary of how the final FY 2010 FMRs were developed and updated starting with the formation of the final FY 2010 FMR Areas from the metropolitan Core-Based Statistical Areas (CBSAs) as established by the Office of Management and Budget, the 2000 Census benchmark, the newly available 2007 American Community Survey (ACS) 1 year data and the newly available 2005-2007 3 year data, incorporating information from Final FY 2009 FMRs, and updating to FY 2010 including information from local Random Digit Dialing (RDD) survey data. - VCEH Response Letter to VT Con Plan
- The State of VT's Department of Economic, Housing and Community Development is seeking written comments, due before April 28th, on Vermont's proposed HUD Consolidated Housing Plan which constitutes the State's application for many federal funding programs and outlines priorities for use of approximately $12 million in Federal funding. VCEH drafted this letter in response to address general statewide concerns on behalf of the VT Balance of State Continuum of Care. VCEH encourages all regional CoC's, service providers, advocates and consumers to let the State what you think is important with housing in Vermont. Comments can be informal and emailed to: Arthur.Hamlin@state.vt.us. Please feel free to use the VCEH letter as a template.

- NAEH: Critical Success Factors in High Performing Rural CoC's
- National Alliance to End Homelessness: "CRITICAL SUCCESS FACTORS IN HIGH PERFORMING RURAL CONTINUUMS OF CARE" Introduction: Homeless assistance systems are as varied as the communities they serve. With nearly 20 percent of the homeless population represented in fully, mostly, or somewhat rural geographic areas, we must learn more about ways to improve our rural homeless assistance systems. The National Alliance to End Homelessness completed in-depth interviews with administrators and service providers in four rural continuums: • Maine Balance of State Continuum of Care • Utah Balance of State Continuum of Care • Wood, Seneca, Ottawa, Sandusky (WSOS) Continuum of Care • Lancaster County Pennsylvania Continuum of Care The interviews revealed common themes that have contributed to the success of these systems, regardless of the geographic region or infrastructure in place. These themes, or critical success factors (CSF), have helped communities make progress toward ending homelessness, implementing their Ten Year Plans, and meeting the housing and service needs of their homeless families and individuals. The factors include: (1) An identified “Glue Person” that maintains both a high level understanding and detailed perspective of the Continuum and its activities (2) A “Champion” for ending homelessness that has the trust and respect of community members, as well as the skills to build relationships both inside and outside of the homeless system (3) A high level of stakeholder involvement and leadership in the Continuum of Care planning process (4) Implementation strategies that reinforce inclusion, coordination, and collaboration across homeless system agencies and programs, both public and private (5) A willingness to think “outside of the box” to achieve key goals within the homelessness assistance system The communities identified all share some combination of these success factors and consequently have reported reductions in the prevalence of homelessness in their community and/or made significant progress toward other system-wide goals. - HUD 2009 McKinney-Vento Grant Awards
- 2009 CONTINUUM OF CARE COMPETITION AWARDS $1.4 BILLION IN HOMELESS GRANTS FOR RENEWAL PROJECTS The Obama Administration today announced that the U.S. Department of Housing and Urban Development (HUD) is renewing grant funding needed to keep thousands of local homeless assistance programs operating. HUD Secretary Shaun Donovan said a total of nearly $1.4 billion will help an unprecedented 6,400 programs to continue offering critically needed housing and services to homeless persons and families. The grants announced today are being awarded through HUD’s Continuum of Care programs. For the first time ever, HUD is quickly providing renewal grants to local programs to prevent any interruption in federal assistance and will announce funding to new projects in early 2010.
