- VSHA Public Notices: Presidentially Declared Disaster Preference
- Due to an increase in the CY2011 funding allocation from HUD, Vermont State Housing Authority may have the ability to serve an additional, approximate 140 households. VSHA proposes to use this funding to serve displaced individuals and families affected by Hurricane Irene in Vermont. As such, these public notices serve two purposes: 1. Proposal to establish a new Presidentially Declared Disaster Preference; and 2. Proposal to pen the VSHA Section 8 Housing Choice Voucher waitlist to serve households that are eligible for the Presidentially Declared Disaster Preference. In addition, it is anticipated that VSHA may be able to serve some additional households, with other preferences, who are currently on the VSHA Sect. 8 HCV waitlist. - HUD Supportive Housing Programs: Self-Monitoring Guide
- The purpose of the Supportive Housing Program (SHP) Self- Monitoring Tools is to provide SHP project sponsors and grantees with "user-friendly" forms to enable staff to assess their project operations against the standards set by HUD rules and regulations. To the extent possible, these forms correspond to the topics addressed in the SHP Desk Guide and will be designed for use in conjunction with the Guide. In using the SHP Desk Guide and the SHP Tools together, local project staff can evaluate their projects based on both the general guidelines for Supportive Housing Programs and the particular rules established by the project. In this way, the SHP Tools provide a set of standard instruments to guide a process of regular project monitoring and supplement the information presented in the SHP Desk Guide.

- The SHP Desk Guide was designed to help homeless assistance program staff administering McKinney-Vento grants awarded through the Supportive Housing Program (SHP). The Supportive Housing Program is a Federal grant program authorized by the McKinney-Vento Homeless Assistance Act (the McKinney-Vento Act) (42 USC 11381-11389). The Supportive Housing Program is designed to promote the development of housing and supportive services to assist homeless persons in the transition from the streets and shelters to permanent housing and self-sufficiency. HUD SHP components include Transitional Housing Program for the Homeless, Supportive-Services Only, Permanent Supportive Housing, Safe Haven, and Homeless Management Information Systems (HMIS).

- EXECUTIVE SUMMARY Current Context In 2011, the United States is facing a housing crisis of proportions not seen since the Great Depression, when President Franklin D. Roosevelt lamented in his Second Inaugural Address that he saw “one third of our nation ill-housed, ill-clad, and illnourished.” 1 Prior to the foreclosure crisis and economic recession, homelessness was already a national crisis, with 2.5 to 3.5 million men, women and children experiencing homelessness each year, including a total of 1.35 million children and over a million people working full or part time—but unable to pay for housing.2 Since then, homelessness has increased dramatically: • In 2010 alone, family homelessness rose at a shocking average of nine percent in U.S. cities.3 • In the year from 2008 to 2009, the number of people living doubled up with family or friends out of economic necessity increased by 12%, to over 6 million people.4 • In the 2008 to 2009 school year, nearly 1 million school children were homeless—up 41% from the previous two years.5 The Human Right to Housing

- 2011 Housing Inventory Chart - Final Draft
- Please provide updates or questions to Daniel Blankenship at the VT State Housing Authority (daniel@vsha.org). Each year communities around the country update their Housing Inventory Chart (HIC) and submit it to the U.S. Dept. of Housing & Urban Development (HUD). Both HUD and local communities can use the HIC as a helpful tool in determining available beds specifically designated to serve people experiencing homelessness on the night of 1/25/11, the same day as the Point-in-Time (PIT) Count of the Homeless. Comparing the HIC and PIT is one way to define the level of need in a Continuum of Care and also may effect funding availability. Some homeless beds are specialized (domestic violence, youth, mental illness, veterans, HIV, etc.). There are four types of homeless beds: EMERGENCY SHELTER (including family or individuals shelter, overflow or seasonal shelter, domestic violence shelter and/or motel programs); TRANSITIONAL SHELTER FOR THE HOMELESS: generally includes supportive services and a maximum stay of 24 months; SAFE HAVEN: flexible supportive services with housing for people who are homeless AND experiencing a mental illness; and PERMANENT SUPPORTIVE HOUSING: no set date to leave, includes VASH (Veterans Affairs Supportive Housing), S+C (Shelter Plus Care), and other permanent housing with support services only to serve the homeless. Due to the increased efforts by HUD and the Veterans Affairs, this year’s HIC includes clarification and addition of beds in the HIC that serve homeless Veterans (some programs receive VA funding and some are funded by non-federal sources). For details on what beds CAN and CANNOT be included in the HIC please read page 2 of the "Q & A for HIC" also available at www.helpingtohouse.org/resources.php. This HIC is for homeless beds in the Vermont Balance of State only, which does not include Chittenden County.

- 2010 Vermont 2-1-1 Homelessness Report
- Attached is the 2010 Annual Homelessness Report from Vermont 2-1-1. Some highlights of the report are: • Homeless related calls in 2010 increased by 30% over 2009 (15% from 2009 to 2008) • Homeless families or families at risk of becoming homeless with children increased by 52% over 2009 (14% from 2009 to 2008) • Homeless or at risk callers with children make up for 35% of the homeless related calls • The length of time people are homeless has increased over the past five years • Where the data was available, 37% of homeless callers reported being homeless for less than one week at the time of the call • A total of 3,184 referrals made to homelessness related services were given to callers who reported themselves as homeless or at risk of becoming homeless. - This list includes 16 Sponsor Organizations, throughout Vermont, that provide extensive supportive services to over 280 formerly homeless households with at least one adult member who has a chronic disability. Shelter Plus Care Program participants receive a rental subsidy administered by the VT State Housing Authority, Brattleboro Housing Authority and Burlington Housing Authority. The Shelter Plus Care Program is McKinney-Vento/HEARTH Act homeless assistance program funded by the U.S. Dept. of Housing & Urban Development (HUD).

- Source: National Low Income Housing Coalition Press Release, June 22, 2010 Washington, DC – The U.S. Interagency Council on Homelessness (USICH) has released a plan that would put the United States on the path to ending homelessness among veterans and chronically homeless individuals by 2015 and among children, youth, and families by 2020. Opening Doors: The Federal Strategic Plan to Prevent and End Homelessness was released at a White House press event on Tuesday, June 22. USICH said the plan calls for ―a fundamental shift in the way that the federal government and communities across the country respond to homelessness‖ and will create ―collaborative partnerships both between agencies and levels of government to enable the Administration to approach the key goal of preventing Americans from experiencing homelessness.
